REVENUE ANALYSIS UPTO FEBRUARY 2008 AS COMPARED TO PREVIOUS YEAR

The position regarding the revenue realization upto the month of February 2008 is as under:

Revenue realization for the period upto February 2008 has exceeded the collection figure for the corresponding period of previous financial year by Rs. 467.90 crores which is 9.59% higher. Revised Revenue target of ACC for the current year is Rs 6185 crores as against actual realization of Rs 5402.28 crores during the last financial year. The Moving Target upto February 2008 is Rs 5562.17 crores and actual collection upto Febtruary 2008 is Rs 5349.05 crores which is about % lesser than the moving target.

MEASURES FOR AUGMENTING REVENUE

The following specific measures were / are being taken for augmenting Revenue:

  • Trade Facilitation Committee which comprises of the members of the Trade, Custodians, Airlines, Banks, Octroi etc meets regularly every fortnight and immediate action is taken to sort out problems and remove hurdles so as to reduce dwell time, cut transaction costs and improve trade facilitation.

  • Regular Co-ordination is maintained with the Directorate General of Valuation to check cases of under valuation of import goods.

  • Regular Local Risk Managers (LRM) meetings are held regularly with concerned departmental officials for beefing up the Risk Management System.

  • Adjudication cases are closely monitored for expeditious disposal. Only 15 cases are pending for adjudication beyond six months.

  • Both Custodians have been asked to clear unclaimed / uncleared cargo and confiscated & ripe for disposal cargo through e – auctions every month.

  • Arrears of Revenue are given special attention and are being reviewed for realization of pending revenue.

  • Bonds and Bank Guarantees are closely monitored

  • e – payment of Customs duty online directly from the Importers’ location to the Bank has been introduced vide Facility Notice No. 12/2007 dated 16.07.07 in order to eliminate delays in duty payment.

  • Direct Delivery of urgent import cargo is expedited within 24 hours of arrival.

  • The Import Cargo Delivery Gates are kept open upto 12.00 midnight on the request of Trade for speedier clearance of cargo.

  • Audit Memos and Statement of Facts are sought to be settled at the earliest by liaisioning with the CRA deptt and taking suitable action.

  • Continuous effort is on to reduce the Dwell Time for cargo and set new standards in quick clearance.

  • Eighty Seven clients are already availing the facility of accredited client status. Potential ACP clients i.e importers who have imported goods more than Rs. 10 crore or paid duty of more than Rs. one crore in the last financial year 2006-07 are being invited to apply for grant of ACP status.
