Multi-Banking Facility at Air Cargo Complex
It is to inform all that Canara Bank has been authorized by Principal Chief Controller of Accounts, CBEC, New Delhi for collection of customs duty at International Air Cargo Complex (IACC) Branch, Sahar, Mumbai (RBI Code No. 02400064). This will be additional banking service to the existing bank service provided by State Bank of India, IACC, Sahar, Mumbai. The Trade will have an option to pay the customs duty at either of the two banks. This facility has commenced w.e.f. 22.06.2006.
A Facility Notice No.08/2006 dated 20.06.2006 has been issued in this regard.
Implementation of New Centralised CHA Directory
It has been decided implement a uniform national directory for CHAs, to identify each CHA uniquely it has been decided to use the Permanent Account No. (PAN) issued by the Income Tax Deptt. As the unique identifier. CHA Sections/ Policy Section established in the Custom Houses for the purpose of issuing and maintaining CHA licences will hence forth be responsible for maintenance of CHA directory in ICES. A procedure has been formulated in consultation with NIC for the creation of the national CHA directory . This procedure will have to be followed by those ICES locations where there is a CHA section for issuing and maintaining the CHA licences. The details procedure is given in Public Notice No. 54/2005 issued by Commissioner of Customs (I.), New Customs House, Mumbai. The new CHA centralized directory will be implemented w.e.f. 1st July, 2006.

Risk Management System
CBEC is soon going to implement Risk Management System [RMS] in customs in order to enable quicker clearance of goods imported and to utilize existing resources in an effective and efficient manner for checking consignments which are seen as high or medium risk instead of assessing and examining all goods imported, as has hitherto been the practice.
Initially the pilot project in respect of all imports will commence at ACC Sahar which will be launched very soon. Thereafter, RMS will be introduced across the country wherever EDI is operational. The objective of the Risk Management System is to strike an optimum balance between the facilitation and enforcement. RMS will also significantly reduce the dwell time and transaction costs for compliant importers, while providing stringent enforcement against non-compliant ones.
As part of the RMS , some importers will be granted an Accredited clients status wherein their good will not be assessed and checked and will be granted this facility across the country . The details will be available soon .after finalization of the criteria for eligible importers.
ICEGATE Implemented at Air Cargo Complex, Sahar !!
We are glad to announce that the Indian Excise & Customs EDI Gateway has been successfully implemented at the Air Cargo Complex and a number of Importers, Exporters and Custom House Agents have been able to successfully submit their Bills of Entry and Shipping Bills using the Indian Customs and Excise Gateway (ICEGATE).
The implementation of the Gateway was announced by us vide our Public Notice No.34/2003 dated 17.6.2003. In the initial stages it commenced on a trial basis with a few selected clients. These trials have been successful and we are fully ready to accept submissions of Bills of Entry and Shipping Bills via the Gateway. This facility enables the Importer, Exporters and Custom House Agents to submit documents from their own premises without visiting the Air Cargo Complex. Where the submission is error free, an acknowledgement is delivered electronically within a few minutes. After the Bill of Entry is processed, it is possible for the Importers/Custom House Agents to take a print-out of the Bill of Entry as well as the TR 6 challan in their own office and proceed for clearance of the goods after payment of duty in the designated bank. In short, where the submission is error free and there is no dispute, the Importers or Custom House Agents will have to visit the Air Cargo Complex only for payment of duty and taking the physical delivery of the goods. ICEGATE also gives you the facility to track the documents submitted in our EDI system.
We believe that this service will afford very high convenience to our clients. We, therefore, request all our clients to fully utilize this facility. All you need to do for using this facility is to register yourself on the ICEGATE. e-auction facility by Chennai Customs
Chennai Custom
House has recently developed software for internet auction of confiscated goods.
According to this arrangement the bidders can participate in the auction process
electronically, obviating the need for physical presence. Chennai Custom has
already conducted a couple of auctions using this software. Also, two auctions,
in the second week of every month are proposed to be conducted separately for
uncleared cargo and seized/confiscated goods.
So far a number
of bidders from different parts of the country have registered themselves for
participation in the e-auction.

Good News - New EDI servers installed at the Air Cargo Complex.
We are glad to announce that new EDI servers have been commissioned at the ACC. The Import server came into action on August 4, 2003 while the Export server came on stream on August 11, 2003. With the commissioning of the new servers, the speed of processing of the EDI documents has been significantly enhanced and we are sure that we would be able to satisfy our clients' need of quick clearance of the import and export cargo. We thank all our clients who bore with us during the past few months which saw delays in the processing of their documents due to system constraints.
Air Cargo Customs, Sahar Launches SMS service for knowing the status of Bills of Entry and Shipping
With effect from 12th June Air
Cargo Customs, Sahar has launched SMS service which
was inaugurated by Shri S.K. Mishra, Member [Customs], Central Board of Excise
and Customs.
With the launch of this service, Air Cargo Customs, Sahar becomes the first
customs commissionerate in India to offer SMS status
via four digit access number. This service is highly reliable as it is Network
independent and is linked directly with all the major mobile phone operators.
Speed at which the response is received is few seconds compared to Minutes or
even hours as in case of other SMS service. This service is being managed by
Softlink Impex Services Pvt. Ltd. and STAR India Private Limited (Owner of Star
Television) on behalf of Air Cargo Customs, Sahar.
Procedure for Checking Status of Bills of Entry

receive the status of Bill of entry as available on the website.

In Mumbai currently this service will be available with Orange and BPL. Other
mobile operators will be added shortly.
Self assessment scheme for accelerated clearance of import/export cargo.
Central
Board of Excise & Customs has issued a circular 30/2003-CUS dated 4.4.2003
announcing a self-assessment scheme called the Accelerated Clearance of Import
and Export Scheme (ACS).
Under this scheme the importer himself/herself will determine the 8 digit
classification, claim the relevant exemption benefit, declare the correct value
as reflected in the invoice and the EDI system will calculate the duty based on
such declaration. There will be no physical examination of the goods.
Eligibility criterion to avail this scheme is listed in the circular.
So far as exports are concerned, in respect to certain categories of exporters
the declarations made in the shipping bills will be accepted without any
scrutiny and there will be no physical examination of the export consignment
[Board's Circular No 6/2002 dated 23.1.2002 stands modified accordingly]
Before availing this scheme the importer/exporter should file an application as
detailed in Appendix 1 of this Circular, with the jurisdictional Commissioner of
Customs (Imports, Air Cargo Sahar ) who will convey his approval, or otherwise,
within fifteen days of the receipt of the application. The importer/exporter
desirous of availing this scheme would be subject to post clearance
(import/export) audit by the Customs/Central Excise Departments.
Air Cargo Customs, Sahar is one of the three locations which is selected to run
pilot for the scheme.
